Karachi IT Park Faces Nearly Three Years of Delay Amid Tender Failures

The Karachi IT Park project has hit another significant setback. The second tender failed to attract any bidders. Consequently, the massive Rs. 31,200 million initiative has faced nearly three years of delay out of its six-year plan. To keep the project on track, the Ministry of IT recently requested Rs. 11,500 million in the Public Sector Development Programme (PSDP) 2026-27.

What Caused the Delays?

Several complications slowed down the project. Initially, the Civil Aviation Authority raised strict objections. This intervention led to the cancellation of the initial land allotment. As a result, authorities had to revise the building design and secure fresh approvals.

Furthermore, the tender process struggled significantly. Authorities sought a Korean contractor through two separate rounds of bidding. However, no firms submitted offers. The first bidding round coincided with Pakistan-India tensions, and the second attempt also failed. Currently, authorities are preparing a third tender. The Korean Exim Bank has already provided draft approval for the Request for Proposal, and officials hope for a competitive response this time.

Current Progress & Completed Milestones

Despite repeated hurdles, the Ministry of IT assures that the overall project cost remains unchanged. Official documents reveal a cumulative spending of Rs. 1,443 million. This translates to 10 percent physical progress and 5 percent financial progress.

Groundbreaking originally took place in 2022. Since then, contractors have successfully completed the boundary wall and land testing. Additionally, a Korean consultant has finalized the detailed project design.

A Glimpse into the Future: Karachi IT Park

Modeled after the Islamabad IT Park, the Karachi facility will span an impressive 111,000 square meters. The government expects the project to heavily boost technology, innovation, and entrepreneurship.

Once operational, the park will feature dedicated office space for startups and SMEs. It will also house a modern data centre, laboratories, and classrooms. Moreover, professionals will have access to an auditorium, conference rooms, a guest house, a daycare, a gym, and various restaurants.
