The Punjab government has announced a significantly smaller Annual Development Program (ADP) for fiscal year 2026-27, allocating Rs. 752 billion for development projects, nearly 40 percent lower than last year’s Rs. 1,240 billion development budget.
The reduction follows the province’s decision to surrender Rs. 749 billion to the federal government, resulting in a tighter fiscal framework for development spending in the upcoming year.
Despite the cut in overall allocations, the government has maintained its focus on social sector development, earmarking Rs. 333.66 billion for education, healthcare, local government, water supply, sanitation, and community development initiatives.
Within the social sector, Local Government and Community Development received the largest allocation of Rs. 115.5 billion, followed by Water and Sanitation at Rs. 62.76 billion. Major allocations have also been made for health and education, including Rs. 43.1 billion for Specialized Healthcare and Medical Education, Rs. 33.2 billion for Health and Population, Rs. 30.5 billion for Higher Education, and Rs. 25.3 billion for School Education.
Infrastructure remains the second-largest spending area, receiving Rs. 117.24 billion. The Communication and Works Department has been allocated Rs. 74.1 billion for road networks and public infrastructure projects, while Irrigation will receive Rs. 30 billion.
The production sector has been allocated Rs. 103.25 billion, with Agriculture receiving the largest share of Rs. 60 billion. Additional allocations include Rs. 16.65 billion for Industries, Commerce and Investment, Rs. 12.56 billion for Skills Development and Entrepreneurship, Rs. 6.75 billion for Livestock and Dairy Development, and Rs. 6 billion for Tourism, Archaeology and Museums.
The services sector will receive Rs. 86.08 billion, with Transport accounting for Rs. 78.5 billion of the total allocation, reflecting the government’s continued investment in public transportation and mobility projects.
For climate and environmental initiatives, the government has allocated Rs. 38.82 billion. This includes Rs. 15.42 billion for Environment and Climate Change, Rs. 15.3 billion for Aquaculture and Fisheries, and Rs. 8.1 billion for Forestry and Wildlife.
Under governance, law and order, Rs. 72.95 billion has been allocated. Major beneficiaries include the Planning and Development Department with Rs. 25.35 billion, the Board of Revenue with Rs. 18.95 billion, and Punjab Police with Rs. 12.88 billion.
The ADP also includes smaller allocations for sports, literacy, special education, women development, social welfare, judiciary, finance, law, home affairs, public prosecution, information technology, excise, and professional development programs.
Officials say the new development strategy aims to prioritize essential sectors and maintain economic growth despite fiscal constraints, while ensuring continued investment in social welfare, infrastructure, and public services across Punjab.
