The Punjab government has approved the Union Council Employees Service Rules 2026, under which all new hires for union council secretary and naib qasid posts will be made on a lump-sum salary.
New employees will not receive a basic pay scale or pension benefits.
According to official documents, candidates for union council secretary must hold at least a second-division graduation. Applicants with degrees in IT, computer science, public administration, business administration or accounting will be eligible. Graduates in administrative and mathematical sciences may also apply.
Employees already serving on pay scales will keep their current benefits until retirement. Their posts will form a cadre that will be phased out gradually.
The Finance Department has endorsed the new rules, and the Law Department has completed its review of the draft. The rules will provide a legal framework for the recruitment and service conditions of union council employees.b
