The Federal Investigation Agency (FIA) has offloaded a passenger bound for the Democratic Republic of Congo over alleged payments made for Protector of Emigrants and immigration clearances, and has referred the case to its Anti-Human Trafficking Circle (AHTC) in Karachi for investigation and legal action.
An FIA spokesperson said the passenger, identified as Hasnain Rasool, son of Ghulam Rasool and a resident of Hunza, was due to fly to Lubumbashi via Addis Ababa on Ethiopian Airlines flight ET-695 on October 16, 2026.
Immigration officials found a previous deportation and overstay record against his name and questioned him further. He told investigators that a man named Moeen, based in Congo, had arranged his employment documents and given him the contact number of Bakr Jamal, an alleged official linked to the Protector of Emigrants office in Karachi.
According to his statement, he agreed to pay Rs50,000 for protector clearance and Rs135,000 for immigration clearance. He said Rs50,000 had already been paid to Jamal through his friend, Sher Alam, and the remaining amount was to be paid after immigration clearance.
The passenger also produced a cheque bearing Jamal’s account title at Soneri Bank’s Liaquatabad branch in Karachi as alleged evidence of the payment. The FIA spokesperson said the cheque has been taken into custody.
He further claimed that Jamal took him to the Protector of Emigrants office, where his registration was processed and a protector registration number was issued.
Scrutiny of his employment contract and visa documents revealed discrepancies requiring verification. The FIA said the locations mentioned in the visa and the contract differed, while the nature of the agreement, signatures and travel arrangements were also being examined.
Based on the initial findings, the case was referred to AHTC Karachi to investigate the alleged financial transactions and establish the roles of Jamal, Moeen and any Protector of Emigrants staff who may have been involved.
The passenger was not allowed to travel, and his departure immigration stamp was cancelled. The action was recorded in the Integrated Border Management System (IBMS).
His original passport, travel and employment documents, and the cheque were handed over to the relevant authorities for further proceedings. The FIA said it remains committed to investigating corruption and illegal facilitation and to protecting citizens from financial exploitation in the name of overseas employment and travel clearances.
