The Pakistan Medical and Dental Council (PMDC) has issued the Medical and Dental Admission Policy 2026, imposing fines and other penalties on colleges that violate admission rules, delay merit lists or fail to meet administrative requirements.
Medical colleges that delay issuing merit lists will be fined Rs500,000, with an additional Rs50,000 for each subsequent day of delay. Colleges that admit students beyond their allocated seats will pay a fine equal to one year’s tuition fee for each extra student, and their seats may be halved in the next admission session.
The policy also sets fines for other violations. Delays in student registration will cost Rs50,000 per student, late reporting of graduation Rs75,000, and late submission of annual examination results Rs30,000.
Colleges will pay Rs100,000 for delayed reporting of student transfers or withdrawals, and Rs200,000 for violating rules on fees and other charges.
PMDC has made online reporting mandatory for medical and dental colleges, universities and students. All required documents must be submitted through the council’s designated portal in the prescribed formats, and non-compliance will attract penalties.
The council has also made a minimum one-year house job compulsory for obtaining a full licence. Teaching hospitals must submit house job completion certificates to PMDC within 10 days of completion.
Before imposing a fine, PMDC will issue a notice to the institution and give it an opportunity to present its position. Repeated violations may lead to restrictions on further admissions or additional legal action.
