BISP Raises Stipends Ahead of Ramadan, Offering Relief to Millions

The Benazir Income Support Program (BISP) has announced an increase in financial assistance across its key program ahead of Ramadan, providing much-needed relief to nearly 10 million low-income families across Pakistan. The revised payments will be released during the holy month.

Speaking to APP, BISP Chairperson Rubina Khalid said the quarterly Benazir Kafalat stipend has been increased from Rs 13,500 to Rs 14,500. She described the increase as a Ramadan gift and said the decision reflects rising living costs faced by poor households.

She said BISP was not only recognizing inflation but actively responding to it, keeping the most vulnerable sections of society in focus. The Chairperson added that social protection remains essential for families struggling to manage basic expenses.

Highlighting progress in financial inclusion, the Chairperson said BISP has successfully opened bank accounts for 10 million women beneficiaries, a milestone she described as unprecedented. She noted that this move has helped bring women into the formal banking system on a large scale.

Under a new digital payment system, beneficiaries will receive free SIM cards linked to digital wallets. Each payment will be confirmed through SMS, allowing women to withdraw funds in smaller amounts according to their needs.

BISP has also introduced interoperability among its seven partner banks in coordination with the State Bank of Pakistan. Previously, beneficiaries were tied to a single bank agent. Under the new system, they will be able to withdraw cash from any authorized agent, offering greater convenience and choice.

Responding to criticism that cash assistance creates dependency, Senator Khalid said such program exist worldwide and are meant to provide temporary support. She stressed that BISP’s long-term goal remains helping families become self-reliant.
