Customs Revises Imported Uncoated Offset Paper Values After Market Review

The Directorate General of Customs Valuation Karachi has updated customs values for imported uncoated offset paper used for writing, printing, and photocopying. The revision follows a comprehensive review of international prices and stakeholder feedback, ensuring fair and transparent assessments.

The previous valuation ruling from September 2023 had remained unchanged for over two years. Paper industry stakeholders requested an update, citing a significant drop in global prices for wood free and photocopy paper. The directorate subsequently conducted a detailed review before issuing Valuation Ruling 2027 of 2025.

Review Process and Stakeholder Input

Officials analysed import data from the past 90 days and reviewed submissions from importers and industry representatives, including the All Pakistan Paper Merchants Association.

“Our exercise enabled the creation of a supplier wise database containing transaction values and product specifications,” the directorate noted, highlighting efforts to ensure accuracy and transparency.

Data from international sources such as RISI and market surveys were also consulted to confirm pricing trends. While some importer claims were validated, others were found inconsistent with actual transaction data.

Updated Customs Valuation

The revised customs values, determined under Section 25 of the Customs Act, 1969, now reflect current global market conditions, aiming to balance statutory requirements with industry realities.
