The Economic Coordination Committee (ECC) of the Cabinet met today, 18 November 2025, at the Finance Division. Senator Muhammad Aurangzeb, Federal Minister for Finance and Revenue, chaired the meeting. The Committee reviewed summaries linked to national security, defence, food security reforms, and the petroleum exploration sector.
The ECC approved a Technical Supplementary Grant (TSG) of Rs. 100.3 million for the Ministry of Interior & Narcotics Control. The grant will support the maintenance and repair of defence equipment used by the Federal Civil Armed Forces.
Additionally, the Committee approved Rs. 841.56 million as another TSG. This funding will strengthen border control operations, internal security, and law and order duties handled by the Federal Civil Armed Forces.
The ECC also approved a summary from the Defence Division. It granted a TSG of Rs. 50 billion for several already approved Defence Services projects.
The ECC discussed a summary from the Ministry of National Food Security & Research on the winding up of PASSCO. The Committee approved the formation of a Special Purpose Vehicle (SPV). It set the initial paid-up capital at Rs. 1,000,000 and reduced the authorised capital to match the needs of PASSCO’s structured wind-down.
The Petroleum Division presented a summary on extending licence periods and assigning working interest for offshore oil and gas exploration blocks. The ECC approved the proposals. These steps aim to encourage and facilitate greater participation of foreign companies in Pakistan’s petroleum exploration sector.
The meeting was attended by Federal Minister for Petroleum Ali Pervaiz Malik, Federal Minister for Planning & Development Ahsan Iqbal, Special Assistant to the Prime Minister Haroon Akhtar Khan, along with federal secretaries and senior officials from relevant ministries, divisions, and regulatory bodies.
