The Federal Investigation Agency (FIA) has formally summoned Member Oil in OGRA, Zain ul Abideen Qureshi, under Inquiry No. 43/2026, scheduled for Monday, 25 May 2026.
The FIA Anti-Corruption Circle Karachi is investigating alleged mega corruption, manipulation of petroleum stocks, and misuse of the regulatory authority of OGRA against national interests.
According to official documents, the Member Oil has been instructed to appear personally at FIA offices at 9 AM on the specified date for formal questioning.
The inquiry covers allegations against several oil marketing companies, including Go Petroleum, accused of concealing petroleum product stocks and submitting false reports.
Investigators are also examining suspected fraud in Price Differential Claims, commonly known as PDCs, filed by multiple oil marketing companies under scrutiny.
The FIA is reviewing alleged collusion between regulatory officials, oil marketing companies, and terminal operators, which investigators say caused damage to national revenue.
The call-up notice states that early evidence has raised significant questions about the role of Qureshi, given his supervisory authority over oil supply chains and stock monitoring.
His portfolio also includes oversight of the national petroleum pricing system, making him a central figure in the investigation launched by FIA into regulatory compliance failures.
The FIA has separately demanded sensitive records from OGRA, covering the PDC mechanism, filed claims, inspection reports, terminal assessments, and key administrative decisions.
Investigators have also requested all relevant show-cause notices and internal OGRA documents related to oil terminal monitoring and regulatory enforcement activities.
Sources indicate that additional senior figures may be summoned as the investigation expands, with the FIA expected to pursue broader legal action based on collected evidence.
Officials familiar with the matter confirmed that the FIA plans to take significant legal steps once forensic analysis of the recovered records is formally completed.
