With over 75% mobile penetration in Pakistan, many remain disconnected due to the high cost of smartphones. To address this, the government has introduced an interest-free smartphone scheme.
This scheme allows citizens to own smartphones through interest-free instalments, making digital access more inclusive and equitable.
The flagship program, “Smartphones for All”, announced by Federal IT Minister Shaza Fatima Khawaja, has reached its final implementation phase. The scheme will allow citizens to purchase smartphones valued up to Rs100,000 through zero-interest installment plans, empowering those who cannot afford to pay the full amount at once.
This move is part of a larger vision to ensure that digital tools are within reach of every Pakistani. According to Minister Shaza Fatima Khawaja,
“Pakistan is witnessing economic revival, and our focus is on ensuring that every citizen has the tools to participate in the digital economy.”

For many Pakistanis, especially in low-income and rural communities, smartphones are more than just communication devices. They are lifelines to jobs, education, and digital services. With access to platforms like Upwork, WhatsApp Business, and Daraz, freelancers and small business owners can grow their income and connect with global markets.
The initiative arrives at a time when inflation and job insecurity have made technology unaffordable for many. By reducing cost barriers, this program aims to empower people with the tools needed to thrive in a growing digital economy.
An official launch date for the “Smartphones for All” program will be announced soon. Major telecom companies and smartphone manufacturers are expected to play a central role in delivering affordable, durable devices as part of the rollout.
The program is expected to experience significant demand, especially in provinces with limited smartphone usage. If executed properly, it could transform mobile access in Pakistan and potentially act as a model for digital inclusion throughout South Asia.
