Govt Launches Mobile Virtual Network Operator Framework to Boost Telecom Innovation

The federal government has officially launched Pakistan’s Mobile Virtual Network Operator (MVNO) framework, following Cabinet approval, marking a major step towards modernizing the country’s telecom sector and expanding digital connectivity.

The initiative, spearheaded by the Ministry of Information Technology & Telecommunication (MoITT), allows new telecom service providers to operate without the need to build physical mobile networks. Instead, these operators will leverage existing networks of established mobile carriers to provide services under their own brands.

According to experts, the MVNO policy will create a more open, competitive, and future-ready telecom ecosystem in Pakistan, it is designed to attract international investment, encourage innovation, and give consumers greater choice.

Key Features of the MVNO Framework

Under the new framework:

• MVNOs will receive 15-year licenses, renewable upon expiry
• A one-time fee of US$140,000 will grant nationwide operational rights
• MVNOs must establish at least one customer care center in every active city
• Regulatory dues will be shared with parent mobile network operators on a revenue-sharing basis
• Strict adherence to service quality standards, helpline operations, SIM management, national security regulations, and lawful interception protocols is mandatory.

Officials noted that the framework aligns Pakistan’s telecom sector with international best practices, enabling smaller players to enter the market and increasing overall competition. Analysts say the move could also accelerate investment in the upcoming 5G spectrum rollout.

For consumers, the MVNO framework promises more choices, potentially lower prices, and diversified service offerings. For the industry, it is expected to attract global telecom companies and investors, creating a more dynamic marketplace.

Experts believe the entry of MVNOs could also boost digital adoption in smaller cities and underserved areas, supporting the government’s broader goals of nationwide connectivity.
