In a major step to empower Pakistan’s digital workforce, the government has announced interest-free loans of up to Rs. 10 million for establishing 250 co-working spaces across the country under the National Co-Working Space Program (NCSP). The initiative aims to strengthen the freelancing ecosystem and promote entrepreneurship among youth and startups.
The NCSP, launched under the Pakistan Software Export Board (PSEB), aligns with the government’s digital economy goals by encouraging public-private partnerships to create modern, well-equipped working environments. This move comes amid growing unemployment with 8.9 million youth jobless and over 21 million out of education or training, according to Gallup Pakistan.
Under this program, co-working spaces with a minimum of 100 seats will be developed nationwide, offering state-of-the-art infrastructure to enhance productivity and innovation. The Expression of Interest (EOI) issued by PSEB outlines eligibility for existing or new co-working setups. The loan can be accessed through the PM Youth Loan Scheme or commercial banks.
“The initiative will create a nationwide network of digital hubs, helping freelancers collaborate, upskill, and contribute to Pakistan’s economic transformation,” said a PSEB spokesperson.
Broader Impact
The project seeks to position Pakistan as a global freelancing hub, offering an inclusive platform for digital professionals, entrepreneurs, and startups. These centers will act as incubators of innovation, fostering skill development, networking, and financial inclusion.
Industry experts say the NCSP could help Pakistan tap into its fast-growing freelancing potential, estimated among the top five globally, while providing sustainable career paths for the country’s youth.
