The Capital Development Authority (CDA) announced a major new policy for Islamabad yesterday, on March 19, 2026. Authorities made rainwater harvesting systems compulsory for all structures across the city. Consequently, this initiative aims to combat the capital’s growing water scarcity. Currently, rainwater simply goes to waste from rooftops. Therefore, the CDA intends to capture and channel this water back into the ground. Ultimately, this practice will replenish depleting underground water reserves and promote sustainable usage.
Property owners now face a strict six-month timeframe to adopt these systems. Furthermore, this directive applies to everyone. It covers residential homes, commercial structures, and business centers. Additionally, authorities expanded the scope to include farmhouses, government buildings, playgrounds, and rural edges.
For new constructions, the rules are equally firm. Builders must incorporate rainwater harvesting systems into all newly submitted building plans. It is now a compulsory design requirement.
The CDA plans to strictly enforce this deadline. Once the six-month period ends, inspection teams will immediately take action. Specifically, they will conduct door-to-door checks across Islamabad. These teams will actively verify whether properties comply with the new regulations.
Moreover, officials have issued a stern warning. If owners fail to install the required rainwater harvesting systems, the CDA will take strict regulatory action. As a result, non-compliant property owners will face heavy fines. Clearly, the authority wants to ensure the widespread adoption of water conservation practices across the capital.
