MoITT Invites Global Firms to Build Pakistan’s Unified Digital Government Platform

The Ministry of Information Technology and Telecommunication (MoITT) has decided for the development, implementation, and support of a National Unified Digital Government and Public Services Delivery Platform under the World Bank-financed Digital Economy Enhancement Project (DEEP).

According to a Specific Procurement Notice issued by the MoITT, the project will be funded through World Bank Loan and follow the Bank’s Procurement Regulations for IPF Borrowers. Interested firms from around the world can now submit their proposals through a single-stage Request for Proposals (RFP) process.

The evaluation will be based on a weighted system, with technical aspects accounting for 60 percent and financial proposals contributing 40 percent to the overall score. Technical proposals will be publicly opened on the submission day, while financial proposals will remain sealed until the second opening, ensuring transparency in the selection process.

The Ministry has made the RFP document available for free download on both MoITT and National Information Technology Board (NITB) websites. A virtual pre-proposal meeting is scheduled for February 26, 2026, providing prospective bidders an opportunity to clarify their queries. The final date for submitting proposals is March 31, 2026, and electronic submissions will not be accepted.

As part of World Bank requirements, all proposals must include a Proposal-Securing Declaration, and information regarding the beneficial ownership of the successful bidder will be publicly disclosed during the contract award process.
