MoITT Taps Global Consulting Giants to Reshape Ignite, PSEB, and NTC

ISLAMABAD: The Ministry of Information Technology and Telecommunication (MoITT) has launched an international consulting firm engagement initiative aimed at right-sizing and enhancing the performance of key public-sector technology entities: the National Technology Fund (Ignite), Pakistan Software Export Board (PSEB), and National Telecommunication Corporation (NTC).

Under a special programme approved by the Federal Government and the Special Investment Facilitation Council (SIFC), the Ministry has issued a Request for Proposals (RFP) to top-tier international consulting firms. These firms must demonstrate the capability to deliver world-class advisory services across multiple sectors, including digital transformation, organizational efficiency, and performance optimization.

The programme seeks to strengthen the institutional capacities of federal ministries and critical investment-related bodies, aligning them with Pakistan’s broader development agenda. In line with the Federal Government’s directives to streamline public sector operations for greater efficiency, transparency, and fiscal discipline, MoITT’s international consulting firm engagement focuses on revitalizing Ignite, PSEB, and NTC.

The RFP aims to select and contract a globally recognized consultancy firm to provide expert guidance on the right-sizing and performance enhancement of these three organizations. This step is part of a larger government-endorsed framework designed to bring strategic reform to public sector entities.

According to the approved methodology under the Government Approved Framework, a set of consulting firms has been pre-qualified and shortlisted for this RFP. The invitation has been extended only to the following firms:
