The National Database and Registration Authority (NADRA) has issued new guidelines for Pakistanis aged 18 or above applying for their first CNIC when their parents or siblings are unavailable or are not registered with the authority.
Applicants in this category must complete specific documentation and verification requirements before visiting a NADRA Registration Centre.
They are required to bring a verified computerized birth certificate, citizenship certificate or naturalization certificate. They must also provide two biometric witnesses who are CNIC holders aged 18 or above, with NADRA preferring witnesses from the applicant’s maternal or paternal family.
If eligible relatives are unavailable, a CNIC or NICOP holder from the same locality who personally knows the applicant can serve as a witness. Applicants must also submit Declaration B in the prescribed format and have their application form attested by an authorized person under Rule 9.
NADRA has advised applicants to bring any additional documents that can help establish their identity or family links. Once all requirements are completed, applicants can visit their nearest NADRA Registration Centre to submit their first CNIC application.
