New Customs Ruling Offers Major Relief for Importers of Used Electronics

ISLAMABAD: The Directorate General of Customs Valuation in Karachi has announced a significant reduction in customs duties on the import of old and used computers, laptops, printers, and their accessories from all countries.
This new ruling, identified as Valuation Ruling No. 2000 of 2025, was issued on Friday with the aim of facilitating importers and easing the financial burden on traders involved in the import of second-hand electronic goods.
Old electronic products, as well as used equipment such as computers, laptops, and printers, as well as their associated accessories, are currently subject to a revision of customs values. The evaluation process, which spanned a year, analysed market data and price declines for outdated electronic goods models in conjunction with current trends.
The new ruling is the result of discussions with importers and other concerned stakeholders who observed significant price reductions for past model generations of electronic products in the recent period. At this time, officials were compelled to modify customs valuations due to the decreased market pricing.
Using imported data and market condition analysis, the authorities conducted a precise exercise process to determine the new values of section 25 and section 25A of the Customs Act 1969. The valuation ruling that was issued over one year ago had been superseded by market trends.
The importation of used computers and laptops will be simplified for businesses that deal with these products and their associated accessories as a result of reduced customs duties. The transaction value adjustments are designed to decrease import costs in accordance with the recent revisions of the Customs Act 1969, specifically sections 25 and 25A. This approach is advantageous to importers in collaboration with their customers.
The revised customs values, now determined for the assessment of duties and taxes, will apply to all imports of the subject goods, regardless of their origin.
