Online Fraud in Pakistan: 1,200+ Arrested in 2024, But Convictions Remain Low

In 2024, online fraud remained a serious concern in Pakistan, with thousands of citizens falling victim to various digital scams. According to official government data, a total of 13,722 complaints were received from people who reported being deceived through online platforms such as social media, websites, and messaging apps.
Law enforcement agencies responded by registering 832 cases and launching investigations. These efforts led to the arrest of 1,212 individuals suspected of being involved in cyber-related fraud throughout the year.
However, despite these arrests, only 17 cases reached final judgment in court. This significant gap between arrests and convictions raises questions about the pace and efficiency of the legal process in handling cybercrime. Delays in investigations, weak case preparation, or a lack of digital evidence may all contribute to this low conviction rate.
On the recovery front, authorities managed to retrieve Rs. 652.62 million from the accused. While this recovery is a positive step for the victims, experts suggest that recovering money should not replace the need for stronger legal consequences to deter future crimes.
The Ministry of Interior has acknowledged the rise in digital fraud and emphasized its ongoing efforts to raise public awareness. These include educational campaigns in schools, through media channels, and on social media platforms. The goal is to help people recognize common fraud tactics and avoid becoming victims.
In addition, the Federal Investigation Agency (FIA) continues to operate an online complaint portal, which allows citizens to report cyber fraud more easily and quickly. This system is part of a broader push to modernize the response to digital crime and make reporting more accessible to the general public.
