Pakistani freelancers generated a record $557 million in foreign exchange during the first half of the financial year 2025-26, marking a 58% year-on-year growth and highlighting the country’s rising prominence in the global digital economy. This milestone underscores Pakistan’s growing reputation as a hub for software development, digital marketing, content creation, graphic design, and e-commerce services.
According to the State Bank of Pakistan (SBP), freelance exports have surged from $352 million in the same period last year. With over 2.37 million full-time and part-time freelancers, Pakistan ranks among the top three countries globally in various freelancing marketplaces. The sector’s growth has been supported by government initiatives, improved digital infrastructure, affordable broadband, and targeted skill development programs.
Federal Minister for IT & Telecommunication, Shaza Fatima Khawaja, said:
“We are actively working to create an enabling environment for freelancers through better digital infrastructure, simplified payment systems, and capacity-building programs to ensure Pakistani freelancers access global markets seamlessly.”
The government allows freelancers to maintain foreign exchange accounts and retain up to 50% of earnings in dollars, while those registered with the Pakistan Software Export Board (PSEB) pay a minimal 0.25% tax, further incentivizing the sector.
Ibrahim Amin, Chairman of the Pakistan Freelancers Association (PAFLA), highlighted:
“Freelancers play a critical role in strengthening Pakistan’s external account, creating employment for youth, and promoting entrepreneurship. Collaboration between government, academia, and industry is key to building a future-ready freelance workforce.”
Experts believe that with sustained policy support and investment in digital skills, Pakistan’s freelance earnings could surpass $1 billion by the end of FY26, solidifying the country’s position in the global gig economy.
