The government has launched the Roshan Pankha Roshan Pakistan Program, a new initiative to help households replace old, inefficient fans with energy-saving models. The program allows consumers to upgrade their fans without paying upfront, instead repaying the cost in easy installments added to their electricity bill.
Managing Director of NEECA, Hamayon Khan, explained the registration and replacement process, highlighting the benefits of using NEECA-certified 5-star fans that consume significantly less power.
How to Apply for the Program
Consumers can apply through the official portal at efan.gov.pk download the mobile app from Android or Apple App Stores. The process is straightforward:
- Sign Up and Check Eligibility
Provide your CNIC and electricity bill details. The system automatically checks your eligibility and informs you of the financing limit.
- Select and Order Fans
Choose the number of energy-efficient fans you want to replace. A manufacturer will schedule a visit to install the new fans and take photos of the old and new units. Old fans are drilled to prevent reuse.
- Confirm Installation
After installation, confirm the completion on the NEECA portal.
- Repayment via Electricity Bill
Costs are added to your monthly electricity bill as equal installments, making repayment simple and manageable.
Who Can Apply?
Not everyone is eligible. To participate, applicants must:
- Have a valid CNIC issued by NADRA.
- Hold an electricity bill in their name.
- Maintain timely payment history: no more than four delayed payments in the last 24 months, and no ongoing installment plans.
- Apply using a SIM registered against their CNIC.
- Be a residential consumer (commercial and industrial users are not eligible).
- Own existing fans that need replacement.
The portal automatically verifies eligibility once basic details are entered.
Financing and Installation Details
Eligible households can select a NEECA 5-star certified fan, which consumes up to 70% less electricity than older models. Financing amounts range from Rs. 12,000 to Rs. 300,000, depending on eligibility and the number of fans replaced. The installation is expected to be completed within 30 days after application approval.
This on-bill financing system allows families to benefit from energy-efficient fans without a large upfront expense, helping reduce electricity costs gradually.
