Punjab to Issue Juvenile Driving Permits for 16-18 Year Olds

The Punjab Traffic Police is officially issuing juvenile driving permits for youths aged 16 to 18. This new policy takes effect on March 1, 2026. Consequently, this move creates a legal framework with proper oversight for millions of underage riders. The government aims to improve road safety standards across the province. Furthermore, this initiative protects teenagers from facing criminal records or strict penalties for unlicensed driving.

Applicants must meet specific criteria to obtain this temporary document. First, teenagers must pass a practical road test. Next, they need to clear a sign recognition exam. Additionally, applicants must provide written permission from a parent or guardian. Finally, the entire process requires a minimal fee of Rs. 500.

The government has set strict limits on the types of vehicles allowed under this new category. Permit holders can only ride motorcycles up to 125cc. Similarly, they have permission to operate capped-power electric bikes. However, these juvenile driving permits are strictly temporary. Once a rider turns 18, the document automatically expires. At that point, the individual must apply for a standard driving license.

The Punjab Cabinet officially approved this juvenile permit concept in January 2026. This approval followed months of extensive debate regarding unlicensed teenage driving. Looking ahead, the government might expand this legal framework. Specifically, legislative panels are currently considering extending similar juvenile driving provisions to small cars.
