Pakistan is officially taking concrete steps toward regulating its booming digital asset space. Today, the Pakistan Virtual Assets Regulatory Authority (PVARA) held its third official meeting in Islamabad. Minister of State and PVARA Chairman Bilal Bin Saqib chaired the high-level session.
During this meeting, the Authority reviewed the ongoing progress of its regulatory framework. Furthermore, officials successfully advanced both the HR Regulations and the Licensing Regulations. Consequently, this development marks a significant milestone toward officially operationalising the licensing regime for virtual asset service providers operating within the country.
Key Stakeholders Join Forces With PVARA & Global Digital Economy
Creating a robust financial framework requires major collaboration. Therefore, several top government officials attended the session to ensure unified progress across all sectors.
The attendee list included State Bank of Pakistan Governor Jameel Ahmad and Secretary Finance Imdad Ullah Bosal. Additionally, Secretary Law and Justice Raja Naeem Akbar and SECP Chairman Dr Kabir Ahmad Sidhu participated in the discussions. Pakistan Digital Authority Chairperson Dr Sohail Munir and senior PVARA officers also joined the meeting to lend their expertise.
Pakistan currently boasts one of the world’s youngest populations and ranks incredibly high in global crypto adoption. Chairman Bilal Bin Saqib highlighted this immense potential during his address. He stated:
Pakistan stands at a defining moment in the global digital economy, with one of the world’s youngest populations, among the highest rates of crypto adoption globally, and a growing base of digital talent.
He also drew a powerful comparison between the early internet and modern blockchain technology. Saqib explained:
Just as the internet transformed the flow of information, tokenisation will transform the flow of value.
Moreover, he noted that nations recognising this shift early and building quickly evolving regulatory frameworks will ultimately define the next generation of global finance.

PVARA aims to convert this massive untapped digital potential into tangible foreign investment, new jobs, and technological leadership.
To conclude the session, Chairman Saqib outlined the core mission of the regulatory body. He said:
PVARA’s vision is to position Pakistan as a trusted destination for virtual asset innovation in the region.
He emphasised that this regulatory environment will actively welcome responsible global players and empower local entrepreneurs. Above all, the framework aims to channel the digital asset economy into national growth while strictly protecting the integrity of Pakistan’s financial system.
