Senate Committee Grills NCCIA Over Ducky Bhai Extortion Scandal
The Senate Standing Committee on Information Technology and Telecommunication is convening today, December 9, 2025, at the Parliament Lodges, Islamabad. The agenda covers routine briefings, including the explosive fallout from the Saad ur Rehman, also known as “Ducky Bhai”, scandal.
Chairperson Senator Palwasha Mohammad Zai Khan previously labelled the National Cyber Crime Investigation Agency (NCCIA) a “corrupt institution”. Now, following Ducky Bhai’s shocking video detailing torture and high-level extortion, the committee demands immediate answers and strict accountability.
During the briefing, officials disclosed that the Federal Investigation Agency (FIA) has already recovered a massive sum of Rs. 425 million in connection with just one of the First Information Reports (FIRs) registered against NCCIA personnel.
Two FIRs, 18 Officers Booked
NCCIA authorities informed the committee that two separate FIRs have been lodged following the recent crackdown, one in Lahore and another in Islamabad. The scope of the investigation is widening:
- First FIR: Nominates 8 officers.
- Second FIR: Nominates 10 officers.
The accused individuals hold positions ranging from Grade 16 to Grade 18.
The crackdown follows the explosive “Ducky Bhai” video testimony, where YouTuber Saad ur Rehman alleged he was tortured and forced to transfer $326,000 (USDT) to officers’ personal wallets. The latest FIR against these officials was registered in November.
Senate Committee Grills NCCIA Administration
The session saw tense exchanges between the lawmakers and agency officials. When NCCIA representatives claimed that “no corruption cases have been reported since the new administration took over” and that they have now appointed “officers of good reputation”, Chairperson Palwasha Khan remained sceptical.

Senator Khan remarked, questioning how such a large-scale racket continued unchecked for so long.
FIA Summoned for Next Session
While the NCCIA officials provided the initial briefing, the committee noted that the corruption inquiry is being spearheaded by the FIA. Consequently, the committee has summoned FIA officials to the next meeting. They are expected to present a comprehensive progress report on the investigation and the status of the recovered funds.
