Progress on power sector reforms came under review as the Standing Committee on Privatization was briefed on advanced metering projects and future plans for struggling distribution companies, the committee was chaired by Mr. Muhammad Farooq Sattar.
The Ministry of Power presented an update on the nationwide installation of Advanced Metering Infrastructure (AMI) meters, describing it as a key step toward improving transparency, reducing losses, and strengthening governance in the electricity sector. As of January 9, 2026, more than 1.61 million AMI meters have been installed across the country, exceeding the original target of 1.5 million.
Committee members appreciated the progress, noting that improved metering is critical for better billing, theft control, and overall service delivery in a sector burdened by inefficiencies for years.
The committee was also briefed on Sukkur Electric Power Company Limited (SEPCO), which continues to face high transmission and distribution losses, poor recovery, governance weaknesses, and heavy dependence on government subsidies. Officials informed lawmakers that outright privatization is not considered viable at this stage.
Government is exploring phased reforms, including management contracts or partial private sector participation, alongside financial restructuring and loss reduction measures. The committee stressed that any reform model must ensure consumer protection, regulatory oversight by NEPRA, and safeguards for employees.
