Jazz and Zong demonstrated stronger overall performance in the Q4 2025 telecom Quality of Service survey conducted by the Pakistan Telecommunication Authority (PTA).
Telenor and Ufone lagged behind in several performance metrics, recording lower download speeds, higher latency levels, and comparatively weaker coverage.
The survey analysed more than 46,000 voice and SMS calls alongside approximately 0.33 million broadband samples, conducted under the Cellular Mobile Network Quality of Service Regulations 2021 framework.
The 90-day assessment from October 1 to December 29, 2025, evaluated download speed, upload speed, video and games experience, and time on network, reflecting real user experience nationwide.
Download and Upload Speeds
National average Download Speed across all devices was 18.60 Mbps, rising to 30.80 Mbps for high-end devices, showing how device capabilities strongly affect perceived internet speed for users.
In operator rankings, Zong led with 18.24 Mbps, Jazz followed at 17.58 Mbps, Ufone recorded 12.18 Mbps, and Telenor lagged at 6.55 Mbps.
Upload Throughput and Balanced Performance
Zong also led upload performance with 7.09 Mbps, followed by Jazz at 6.42 Mbps, Ufone at 3.88 Mbps, and Telenor at 2.27 Mbps.
High upload speeds improve video calls, file sharing, and social media uploads, while balanced networks support remote work and small business operations, which are increasingly reliant on mobile broadband services.
Video and Gaming Experience
Jazz ranked first in Video Experience with 46.52, followed closely by Zong at 46.21, Ufone at 42.56, and Telenor at 34.93, indicating strong streaming quality in urban and semi-urban areas.
Gaming experience showed a different leader: Ufone led with 47.94, Zong second at 42.56, Jazz third at 39.25, and Telenor fourth at 37.26, reflecting latency, jitter, and network stability differences for real-time applications.
Time on Network and Connectivity Reliability
Zong led Time on Network with 96.47%, Jazz followed at 92.89%, Ufone at 92.55%, and Telenor at 91.55%, while the national average stood at 93.64%, emphasizing consistent connectivity for users.
Time on Network is a practical measure affecting ride-hailing, navigation, banking, online classes, and business calls, with even minor differences becoming noticeable for frequent commuters and mobile-dependent households.
City-Level Variations
PTA also provided city-level comparisons for ten major cities, showing that national rankings may not fully reflect local experiences due to coverage, congestion, and infrastructure differences across neighborhoods and districts.
The survey’s overall insight shows Zong leading by combining top speeds with superior connection continuity, while Jazz and Ufone excel in specific categories, guiding users to select networks aligned with their daily usage needs.
