The Pakistan Telecommunication Authority (PTA) has released its Q3 2025 Quality of Service (QoS) Survey, ranking Pakistan’s major cellular mobile operators (CMOs) based on key performance indicators, including 4G coverage, broadband speed, latency, voice, and SMS performance.
The independent survey, conducted between July and September 2025, assessed the quality of telecom services in 17 cities and along two major roads across Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan. The performance of each operator was measured in accordance with the Cellular Mobile Network QoS Regulations 2021.
According to PTA, approximately 46,000 voice calls and SMS were tested, while around 0.33 million broadband samples were analyzed to evaluate download, upload, and web browsing performance. The survey aimed to cover the maximum population areas to ensure an accurate representation of the user experience.

Zong and Jazz continued to dominate in several categories, with Zong leading in 4G coverage, upload speeds, voice, and SMS performance, while Jazz excelled in broadband downloads and webpage loading times.
Ufone showed strong results in page loading, sharing the top spot with Jazz, while Telenor performed best in latency tests, indicating better responsiveness for real-time applications. However, Telenor ranked lowest in most other categories, reflecting inconsistent performance across its network.
Note: This comparative report focuses on hilly cities and does not represent Pakistan overall. A mobile network ranking highest in this survey shows stronger performance in the tested areas, though it may still face challenges elsewhere.
