Top Cybercrime Official Warns Against Pre-Activated International SIMs in Pakistan

ISLAMABAD: Pre-activated international SIMs in Pakistan have become a growing security concern, according to senior officials at the Cybercrime Wing of the Federal Investigation Agency (FIA). Criminals are increasingly using these SIMs to conceal their identities while engaging in illegal activities like harassment, child pornography, financial fraud, and even terrorism.
Waqaruddin, Additional Director General Cybercrime, revealed that a significant number of these SIMs are from the UK and other countries, with UK pre-activated SIM cards being the most commonly misused. “Pre-activated international SIMs are frequently used in harassment cases and serious crimes. In recent crackdowns across the country, we arrested 44 individuals and recovered over 8,000 pre-activated SIMs,” he said.
The misuse of these SIMs poses a serious threat to national security and public safety. Criminals prefer them because they are easily available online at low prices and help them bypass local identity verification protocols. Some returning travelers also bring these SIMs to Pakistan and sell them illegally.
The Cybercrime Wing of the FIA emphasized that the ongoing operations against the illegal use of pre-activated international SIMs will continue. Officials clarified, however, that those using foreign SIMs legally have nothing to worry about. “Our actions are solely focused on preventing their illegal use in crimes,” said Waqaruddin.
He further noted that the pre-activated international SIM cards are particularly popular among criminals for their anonymity. The Cybercrime Wing urged the public to be cautious and report any illegal sales of such SIMs.
The FIA’s continued crackdown highlights the need for stricter regulations and public awareness to prevent further misuse of pre-activated international SIMs in Pakistan and ensure national security.
