The Federal Board of Revenue (FBR) has directed a wide range of businesses and professionals to integrate their electronic invoicing systems with the Board’s digital platform. The move aims to ensure better monitoring of income and sales transactions across the country.
Under SRO.288(I)/2026, all integrated businesses must provide details of their outlets, points of sale, and electronic invoicing transactions through the FBR’s online system. No supply will be allowed unless processed through these integrated outlets or electronic billing machines.
The list of businesses required to connect with the FBR system is extensive. It includes restaurants, motels, hostels, guest houses, marriage halls, and marquees. Clubs, including race clubs, and inter-city road transport operators must also comply. Courier and cargo services, personal care providers such as beauty parlours, slimming clinics, massage centres, and pedicure services are included as well.
Medical service providers are also covered. Dentists, physiotherapists, plastic surgeons, hair implant surgeons, veterinary doctors, and medical diagnostic laboratories offering X-rays, CT scans, or MRI services must integrate their systems. Private hospitals, clinics, and other medical care centers providing consultation, hospitalization, or ancillary services are required to comply.
Fitness and recreational centers, including gyms, health clubs, swimming pools, and multipurpose clubs such as Lahore Gymkhana, Islamabad Club, Chenab Club, Karachi Gymkhana, Royal Palm Lahore, and Polo Club, fall under the integration requirement. Event professionals, including photographers, videographers, and event managers, must also connect to the system.
Retailers, whether manufacturers-cum-retailers, wholesalers-cum-retailers, or importers-cum-retailers, are included. Foreign exchange dealers, private schools, colleges, universities, and vocational or professional training institutes must integrate as well. The FBR’s new directive marks a major step toward digital tracking of business transactions in Pakistan.
