The National Database and Registration Authority (NADRA) has withdrawn its plan to provide facial verification through the Pak-ID app for mobile SIM issuance. The move has left the Pakistan Telecommunication Authority (PTA) and telecom operators looking for other options. They are reviewing ways to introduce facial recognition across SIM issuance points nationwide.
According to a PTA document, NADRA proposed using the Pak-ID app for facial verification in 2025. Cellular mobile operators (CMOs) then developed and completed a proof of concept (PoC) for the system.
However, NADRA has now said the Pak-ID facial verification facility will not be available for SIM issuance. Instead, it has asked CMOs to deploy dedicated hardware at their own locations.
The operators would also need to follow NADRA’s new rules for access to the National Data Warehouse. The regulations were published on July 28, 2026.
PTA and the telecom industry are now reviewing the impact of NADRA’s decision. The authority is also examining how facial recognition can be introduced at all SIM issuance points across Pakistan.
Meanwhile, one cellular operator is considering biometric verification through its mobile app. The proposal includes facial recognition to make verification easier for subscribers.
The operator is currently assessing the technical feasibility of the plan. If the proposal proves viable, it will move forward with a proof of concept and further development.
