Only one million vehicle owners across Pakistan have successfully registered for the Prime Minister Fuel Relief Scheme, according to the Ministry of Information Technology, out of an estimated 32 million registered motorcycles nationwide. Of those registered, 800,000 have received tokens entitling them to a discount of Rs 100 per litre on petrol purchases.
Officials at the IT Ministry in Islamabad described the rollout as a success, citing the completion of more than one million registrations and the generation of over 800,000 tokens nationwide. Punjab and Islamabad lead the country in token redemptions, the ministry said.
The ministry added that a 24-hour control room is monitoring the implementation of the scheme in real time across the country and expressed satisfaction with its pace. The registration figures, however, cover a small fraction of the motorcycle fleet in Pakistan.
According to the Pakistan Bureau of Statistics, cumulative motorcycle registrations stood at 30,456,102 by the end of 2025, while government vehicle data cited by industry experts put the figure at 31.9 million by March 2026, bringing the total to roughly 32 million registered two-wheelers.
No official national data exists on how many of these motorcycles are actively in daily use, as many remain unregistered, particularly older vehicles that continue to operate despite lacking documentation. Industry representatives and experts have pointed to a significant gap between official estimates and the actual number of motorcycles in use on the roads.
