Revenue officers working under the Capital Development Authority (CDA) have protested against alleged pressure to unlawfully approve land files linked to an influential district administration officer ahead of the planned e-balloting for sectors D-13 and E-13. The officers refused to clear the files, saying they violated established rules and procedures.
The issue emerged after revenue staff boycotted an internal meeting, reportedly called by the Deputy Director Land and Rehabilitation of the CDA. Sources said officers were directed to approve specific files at the request of a senior district administration officer, a demand they rejected as unlawful and against institutional norms.
Following the boycott, show-cause notices were reportedly issued to patwaris for non-compliance, further escalating tensions within the authority. Revenue staff maintained that their actions were aimed at protecting procedural integrity.
Serious concerns have also been raised about the transparency of the upcoming e-balloting. Sources claim the process may have effectively been completed in advance, with specific plots allegedly identified and money collected before the official draw.
According to these claims, advance payments of Rs. 1.5 million were allegedly charged for main road plots, Rs. 1 million for plots on 70-foot roads, and Rs. 600,000 for ordinary plots.
“We refused to approve files that clearly violated rules and procedures,” a revenue official said, speaking on condition of anonymity.
The CDA is scheduled to conduct the e-balloting for sectors D-13 and E-13 on Monday, December 22. No official response has yet been issued by the authority, as questions over transparency and governance continue to grow ahead of the process.
