The Federal Board of Revenue (FBR) has authorized four vendors to install and operate electronic production monitoring systems at manufacturing facilities across five major sectors, including packaged tea, household electronics, paper and paperboard, edible oil and ghee, and leather.
The authorized vendors Obsidian Technologies, Tollink Pakistan, ISSM Labelling Solutions and Authentik will supply, install, maintain and repair the monitoring equipment under Chapter XIV-BA of the Sales Tax Rules, 2006.
The system will use Internet Protocol (IP) cameras and Network Video Recorders (NVRs) capable of storing at least two months of footage. The cameras will continuously monitor production processes in real time, while FBR will have access to live feeds and recorded footage according to prescribed requirements.
The vendors will be required to ensure that all equipment meets FBR-approved technical specifications and undergoes testing at each facility. Deployment in each sector will begin after the issuance of the relevant Sales Tax General Order.
The authorization will remain valid for three years unless suspended or cancelled earlier. FBR will retain ownership of all recordings, which will be treated as confidential and cannot be shared without the Board’s approval.
