The federal government paid Rs. 2.935 trillion to Independent Power Producers (IPPs) during the first 11 months of fiscal year 2025-26, according to documents from the Ministry of Energy.
The payments covered electricity generated by different types of IPPs between July 2025 and May 2026. The billing process for June 2026 has not yet been completed.
The Ministry of Energy clarified that the government did not make payments to IPPs at rates higher than those approved by the National Electric Power Regulatory Authority (NEPRA) or those specified in agreements with power producers.
Hydropower plants generated 34,234 gigawatt-hours (GWh) during the period, receiving Rs. 375.04 billion in payments.
Nuclear power plants produced 21,031 GWh, while payments to these plants amounted to Rs. 469.44 billion.
Imported coal-based power plants generated 12,048 GWh and received Rs. 637.91 billion, making them one of the largest recipients during the period.
RLNG-based power plants produced 16,097 GWh, with payments reaching Rs. 527.10 billion.
Gas-fired plants generated 10,588 GWh and received Rs. 200.84 billion. Wind power plants produced 3,804 GWh, while payments stood at Rs. 144.43 billion.
Solar power plants generated 1,074 GWh during the 11-month period and received Rs. 36.51 billion. Bagasse-based plants generated 714 GWh, receiving Rs. 14.82 billion.
The figures represent payments made through May 2026, while the final month of the fiscal year remains pending due to incomplete June billing.
