MoITT to Hire Independent Consultant for Indus AI Week 2026 Scrutiny

The Ministry of Information Technology and Telecommunication (MoITT) has officially started the hiring process for an independent consultant. This consultant will evaluate all bids, contracts, and expenditures for the upcoming Indus AI Week (Pakistan 2026). The mega event is scheduled to run from February 9 to February 15.

MoITT to Ensure Transparency & Compliance

According to official documents, MoITT will select the consultant from a pool of prequalified firms. The primary goal is to ensure transparency. Consequently, the selected firm will conduct a comprehensive review of all technical and financial bids. These bids cover key functions of the event, including event management, media and communications, and allied services.

Furthermore, the Ministry is organising this event in collaboration with its affiliated bodies. These include the Pakistan Software Export Board (PSEB) and the Ignite R&D Fund.

Scope of the Assignment

The core objective is strictly compliance-focused. The consultant must ensure that all procurement processes align with the Requests for Proposals (RFPs). Specifically, they will verify the completeness of bids and identify any deviations from the requirements.

Additionally, the consultant will provide an independent “sanity check”. This step validates the reasonableness of quoted rates in the financial proposals. Following this assessment, the consultant will prepare a detailed bid evaluation report for MoITT to use in decision-making.

Timeline & Selection Criteria

The assignment spans a total of one month. However, the estimated level of effort is two weeks. The consultant will dedicate one week to bid evaluation and rate analysis. Later, they will spend another week scrutinising incurred expenses after the event concludes.

Moreover, a post-event expense review is mandatory. The consultant will validate actual expenditures against the approved Bills of Quantities (BOQs). They will also flag any unusual or non-compliant items.

Finally, MoITT will evaluate proposals for this consultancy using a 60:40 technical-to-financial weighting. The process follows the single-stage, single-envelope procurement method. At least three major RFPs and associated bids will fall under this review.
