The Pakistani government is officially moving forward with a sovereign, cloud-based data centre. Specifically, the National Telecommunication Corporation (NTC) will manage this AI-enabled data centre in Karachi. As of late August 2026, the project has officially entered the procurement phase.
Previously, the government approved this initiative under the Annual Development Programme (ADP) 2025-26. Minister for Information Technology and Telecommunications Shaza Fatima Khawaja confirmed these details in a written reply to the National Assembly. Currently, the government is procuring the initial setup. Afterwards, NTC will scale the facility based on the specific requirements of its government clients.
Empowering the South Region
Primarily, the new facility will serve the NTC South Region. This specifically includes federal and provincial government entities operating across Sindh and Balochistan. Consequently, the regional data centre will reduce pressure on existing infrastructure nodes in the northern parts of the country. Furthermore, it will improve the reliability, availability, and response times of critical e-governance platforms.
Ultimately, the scalable architecture will allow NTC to expand capacity in line with market demand. This continuous growth will support digital public services and technology-driven innovation across the health, education, finance, and industry sectors.
NTC Karachi Data Centre Cloud Services & AI Integration
The NTC Karachi data centre will offer comprehensive hosting solutions. These include Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), disaster recovery, and business continuity services.
Additionally, the facility will incorporate foundational Artificial Intelligence capabilities. This aligns directly with Pakistan’s emerging National AI Policy framework. According to NTC, the regional node will operate through a vendor-neutral computing stack. Moreover, it will host sovereign, locally contextualized Large Language Models (LLMs). Therefore, the government can securely deploy AI inference and models for strategic public-sector applications.
Ensuring Data Sovereignty & Economic Security
Crucially, this project establishes a sovereign data infrastructure entirely within Pakistan. By keeping public-sector data strictly within national geographical boundaries, the government shields its data from foreign supply-chain risks. It also securely protects the country against international pricing fluctuations and geopolitical vulnerabilities.
Consequently, the facility reinforces the Pakistan Cloud First Policy. It provides a standardized and secure domestic cloud framework for government organizations. In fact, seven applications, including one from NTC itself, currently seek accreditation under this policy.
Finally, the shift away from expensive foreign cloud platforms will actively boost the domestic IT sector. By utilizing locally hosted infrastructure, the government will significantly reduce operational costs and conserve valuable foreign exchange.
