Pakistan is planning a major rethink of how government works internally, using AI to redesign processes from the ground up. The Pakistan Digital Authority (PDA) has announced plans to hire international consultant organizations for a short-term assignment to design a Cognitive Government Operating System (GovOS), aimed at making government operations smarter, faster, and more efficient.
The consultants will examine existing government functions, identify what is essential, and explore how artificial intelligence and modern technologies can improve operations without being constrained by legacy systems. The project will not only map the current system but also propose a future-ready, AI-native operating model with practical use cases.
The assignment is divided into five structured phases
Phase 1: Purpose & First Principles
Consultants will break down government operations into atomic functions and evaluate each for necessity, relevance, and potential AI transformation. Activities include workshops to define core functions, outcomes, dependencies, and criticality, along with a global review of AI-enabled governance models. By the end of this phase, they will produce an atomic function map outlining all core functions, expected outcomes, dependencies, and areas where AI could transform processes.
Phase 2: Gov-OS Target Operating Model & Architecture
This phase will design the conceptual and functional architecture of GovOS, defining components such as a universal government ledger, governance rules engine, and a unified interface connecting different departments. Consultants will produce a blueprint for GovOS and narratives describing how future-state processes will function end to end.
Phase 3: Gov-OS Product Suite Definition
Consultants will define a full suite of GovOS products, identifying critical governance and operational challenges, clarifying AI and human roles, and specifying the scope of each digital tool. This will result in a detailed GovOS product universe showing how each product fits into the larger ecosystem.
Phase 4: Prime Minister’s Operating System (PM OS)
A focused study will map the prime minister’s critical tasks, the supporting ecosystem, and workflow. Consultants will propose conceptual UI/UX designs, prioritize features using the MoSCoW methodology, and define which tasks are handled by AI versus humans. The outcome will include a conceptual prototype of PM OS and a demonstration of at least one complete workflow.
Phase 5: Implementation Roadmap
The final phase will produce a practical roadmap for phased rollout of GovOS, sequencing foundational and advanced AI capabilities, highlighting dependencies, and planning modular releases for PM OS and priority components. This roadmap will guide future implementation and operational adoption.
The assignment is planned to be completed in six weeks, though consultants may suggest an alternative timeline if needed. All reporting will be coordinated directly through the Pakistan Digital Authority. Expected outputs from the full exercise include a conceptual framework for GovOS, a high-level architecture blueprint, a product/module universe, at least one illustrative workflow, and a strategic implementation roadmap.
