The Pakistan Telecommunication Authority (PTA) has fined Telenor Pakistan Rs68.055 million for failing to meet prescribed Quality of Service (QoS) standards and Key Performance Indicators (KPIs).
The penalty is part of a combined Rs145.833 million fine imposed on three major cellular operators over violations identified through PTA’s nationwide QoS surveys and re-verification exercises. Pakistan Telecom Mobile Limited (PTML) and CMPak Limited (Zong) were each fined Rs38.889 million.
According to the PTA’s enforcement order issued in September 2026, Telenor was found to have contravened prescribed QoS requirements, licence conditions and the applicable regulatory framework.
The PTA had issued a show-cause notice to Telenor on April 8, 2026, followed by a hearing at the Authority’s headquarters on June 17, 2026. After reviewing the case, the regulator determined that the violations warranted a financial penalty.
The PTA has directed Telenor to deposit the Rs68.055 million fine within 30 days and submit a detailed compliance report supported by technical data. The report must outline the remedial measures taken to address the identified deficiencies.
The regulatory action comes as the PTA continues to monitor cellular network performance under the Cellular Mobile Quality of Service Regulations, 2021. The Authority has stressed that licensed cellular operators are required to maintain minimum quality and grade-of-service standards as part of their continuing regulatory obligations.
PTA said failure to comply with the enforcement order could result in further proceedings under applicable law, without prejudice to other remedies available to the regulator.
The enforcement action against Telenor was taken under Section 23 of the Pakistan Telecommunication (Re-organization) Act, 1996, along with relevant rules, regulations and licence conditions.
