Violations and Timeline
PTA issued a Show Cause Notice on July 30, 2025, after WorldCall submitted incomplete Annual Audited Accounts (AAAs) and auditors’ certificates in June 2025, despite reminders in April and May. A hearing occurred on October 20, 2025, at PTA Headquarters in Islamabad, attended by WorldCall representatives. The company disputed PTA’s ARDs calculation (initially Rs. 10.77 Mn including LPAF) and sought deductions for items like doubtful debts (Rs. 19 Mn), regulatory compliance costs (Rs. 11 Mn), and co-location charges (Rs. 5 Mn), but failed to provide full substantiation or payments.

ARDs comprise the Annual License Fee (ALF 0.5%), R&D Fund (0.5%), and USF (1.5%) on adjusted gross revenue from licensed services (LDI and Local Loop licenses granted in 2004). PTA rejected deductions for doubtful debts and regulatory costs as non-compliant with license terms and regulations defining “Gross Revenue” (excluding taxes/trade discounts but not provisions). Allowed deductions: non-licensed revenue (Rs. 337 Mn from CATV/IT), bandwidth/co-location (Rs. 85 Mn total), and interconnect costs. Final demand as of December 22, 2025: Rs. 11,604,639 (ALF: Rs. 2.32 Mn; R&D: Rs. 2.32 Mn; USF: Rs. 6.96 Mn, including 2% monthly LPAF).
