The Punjab government has withdrawn its decision to enforce the Green Property Certificate just 10 days after its implementation, prompting the Punjab Land Record Authority (PLRA) to resume issuance of the traditional land record document known as Fard.
According to sources, citizens faced serious difficulties in obtaining the Green Property Certificate because land records across the province were not fully digitised.
The persistent problems forced the government to reverse its decision and restore the older system.
The Punjab Land Record Authority has now resumed issuing land records under the Fard system, with a fee of Rs 5,000 set for the service.
Despite the reversal, the facility remains inaccessible to many citizens across the province. Sources said the service is currently available only for computerised mouzas.
No clear policy has yet been formulated for non-computerised and manual mouzas, leaving a large number of citizens still unable to access land record documents.
