PTA Introduces MVNO Licensing to Revolutionize Pakistan’s Telecom Industry

As Pakistan moves closer to nationwide digitalization, the Pakistan Telecommunication Authority (PTA) has introduced a Mobile Virtual Network Operator (MVNO) licensing framework to transform the telecom industry. This groundbreaking initiative, aimed at boosting sector growth and attracting investments, has been submitted to the IT ministry for final approval.

What does MVNO Licensing mean for Pakistan’s Telecom Sector?

An MVNO, or Mobile Virtual Network Operator, allows telecom service providers to offer mobile services without owning network infrastructure or spectrum. Instead, they collaborate with existing Mobile Network Operators (MNOs) to deliver services under their own brand. The introduction of MVNO licensing in Pakistan is set to drive competition, foster innovation, and enable service customization based on user preferences.

MVNO Licensing Fees and Structure

The PTA’s proposed framework offers small-scale telecom companies 15-year MVNO licenses, allowing them to operate independently while partnering with MNOs for network access. The nationwide MVNO licensing Pakistan fee is set at $140,000 or its equivalent in Pakistani Rupees. These licenses can be renewed upon mutual agreement after expiration. Additionally, MVNOs will be required to pay annual regulatory fees, including contributions to the Universal Service Fund (USF) and Research & Development (R&D) funds.
