Parliament Maintenance Outsourced, CDA Role Withdrawn
The Speaker of the National Assembly, Sardar Ayaz Sadiq, has removed the Capital Development Authority (CDA) from responsibility for Parliament maintenance and handed cleaning, upkeep and renovation work to a private contractor. Officials said the move follows repeated failures by the CDA to maintain acceptable standards inside the Parliament House.
The janitorial contract was awarded to the lowest responsive bidder after an open tender run under PPRA rules. The selected firm already provides similar services to the Ministry of Foreign Affairs and other federal institutions. Sources in the Speaker’s office said the outsourcing is part of a wider austerity and cost cutting drive and is expected to save around Rs100 million while improving day to day standards.
Since the new arrangement began dozens of garbage trucks have cleared the premises, flowerpots have been placed in lobbies and galleries and the parking areas have been thoroughly cleaned. Daily janitorial teams now manage waste removal and routine upkeep. Officials added that renovation tasks will be scheduled as part of the contract and that service quality will be monitored by a parliamentary oversight cell.
The decision to move Parliament maintenance to a private firm follows a formal ruling by the Speaker criticizing the CDA for poor performance. The Speaker’s program includes several efficiency measures already in place across parliamentary operations. Authorities said the contractor must comply with agreed service levels and that payments will be linked to measurable improvements in cleanliness and facility condition.
