A group of Karachi residents, led by Jamaat-e-Islami Karachi chief Munim Zafar, has filed a petition in the Sindh High Court (SHC) seeking the suspension of the city’s AI-based e-challan system, arguing that it unfairly penalizes citizens without proper infrastructure or clear legal safeguards.
The e-challan system, introduced to improve traffic management through surveillance cameras and automation, was intended to curb violations such as signal-breaking, speeding, and wrong-way driving. However, the system has faced public criticism over excessive fines, unclear legal procedures, and poor road conditions in Karachi.
According to the petition, the AI-driven e-challans automatically issue fines to vehicle owners based on CCTV footage, even when someone else is driving the vehicle. The petitioners’ lawyer, Usman Farooq Advocate, argued that this system is “unjust and discriminatory,” burdening citizens rather than reforming traffic behavior.
He highlighted that Karachi’s poor road infrastructure, lack of traffic signs, and ongoing development projects often compel motorists to drive on the wrong side.
“Citizens are being fined for conditions beyond their control this is not justice but revenue generation,” he told the court.
The lawyer cited stark disparities between provinces, noting that a motorcycle speeding fine in Karachi is Rs 5,000, while in Lahore it’s only Rs 200. He also mentioned persistent corruption and delays at the Excise Department, which often result in fines being sent to incorrect owners due to vehicles operating on open letters.
The petition demands that the Sindh High Court declare the e-challan system illegal until infrastructure and regulations are properly implemented, calling it “anti-public and financially exploitative.”

The case has reignited debate on the use of technology in law enforcement without adequate preparation. Civic groups argue that instead of imposing heavy fines, the government should focus on fixing roads, installing proper signage, and ensuring transparency in traffic management systems.
