The Punjab government has further tightened restrictions on kite flying by announcing strict penalties under the Punjab Regulation of Kite Flying Ordinance-2025, with children found violating the law to be dealt with under the Juvenile Justice System Act, 2018.
According to the ordinance, a first-time violation carries a fine of Rs 50,000, while repeat offences may result in a penalty of Rs 100,000. In cases where the offender is a minor and unable to pay the fine, the amount will be recovered from parents or legal guardians.
Kite flying has remained a sensitive issue in the province due to safety concerns, particularly incidents involving metal and chemical-coated strings that have previously caused injuries and fatalities. Authorities say the updated enforcement framework aims to curb unsafe practices while ensuring accountability at all levels.
While kite flying is generally banned across Punjab, the ordinance allows the activity at designated locations and on approved dates under a regulated system. It also makes registration mandatory for kite manufacturers, sellers, traders, and kite flying associations.
Deputy commissioners have been given the authority to cancel registrations and initiate action against individuals or groups found breaching the rules.
At the same time, it raises a familiar question for many households, whether awareness and community responsibility can reduce violations, or penalties will again become the primary tool for compliance.
