In a significant move to boost digital inclusion, the Government of Pakistan has finalized the framework for providing smartphones on easy installments under the long-awaited “Smartphone for All” initiative.
Sources revealed that consultations between the Ministry of Information Technology and Telecommunication, the Pakistan Telecommunication Authority, and telecom operators have been completed, with consensus reached on a comprehensive implementation plan. The policy directive has been prepared and is now awaiting formal issuance.
Originally announced in November 2022, the scheme faced delays due to concerns from telecom operators regarding financial risks and legal complexities, which have now largely been resolved.
Strict Measures for Defaulters
Under the approved mechanism:
- Mobile devices of defaulters will be blocked through PTA’s Device Identification Registration and Blocking System (DIRBS)
- SIMs and telecom services registered against the defaulter’s CNIC will be suspended
- Defaulters will be restricted from accessing services from other telecom operators
However, the government has rejected a proposal from telecom companies to block defaulters’ bank accounts and credit cards, clarifying that such actions fall under the jurisdiction of the State Bank of Pakistan.
A representative of a Chinese telecom firm confirmed that operators will fully cooperate with the rollout despite some proposals not being accepted. Discussions with mobile phone manufacturers are also underway to support the initiative.
Officials said the timeline for implementation now depends on the formal notification by the IT Ministry, with rollout expected soon after the directive is issued.
