The federal government is considering a reduction in customs duties on imported equipment, machinery, and raw materials used by beauty parlours, skincare clinics, and health clubs as part of the upcoming Budget 2026 measures.
According to sources within the Federal Board of Revenue (FBR), customs notifications 1151 and 1152 may be revised to provide an additional reduction of 2 to 5 percent in duties on a range of imported products used by the beauty and wellness industry.
Under the proposed changes, the customs duty on imported makeup products could be reduced from 44 percent to 40 percent. Similar relief is also being considered for raw materials used by beauty parlours, which currently face the same duty rate.
Sources further indicated that imported sunblock and sunscreen products used by beauty salons may also benefit from a reduction in duty from 44 percent to 40 percent. Raw materials used in hair care products are expected to receive similar treatment under the proposed tax measures.
For men’s grooming products, including shaving creams and aftershave lotions, customs duties could be lowered from 40 percent to 35 percent. The proposed relief is aimed at reducing import costs for salon operators and businesses in the personal care sector.
In addition, imported face washes, soaps, and other related beauty-care raw materials may see duties reduced from 40 percent to 35 percent. The same reduction is being considered for skincare creams, lotions, and facial polishing products commonly used in beauty and skincare treatments.
Industry stakeholders believe that a reduction in import duties could help lower operating costs for beauty parlours, skincare clinics, and health clubs while improving access to a wider range of products and equipment. However, the proposed measures are yet to be officially announced and will depend on the final approval of the federal budget.
The expected tax relief forms part of broader discussions ahead of Budget 2026, as the government evaluates tariff adjustments across multiple sectors to support business activity and ease costs for consumers.
