The Pakistan Telecommunication Authority (PTA) plans to upgrade its Device Identification, Registration and Blocking System (DIRBS). The regulator has invited consultants to build an AI-powered “Digital Intelligence System” for the platform.
PTA issued a Request for Proposal (RFP) for consultancy services under a single-stage, one-envelope procurement process. The selected consultant will have to deliver fully functional software for routine DIRBS operations.
The project goes beyond consultancy or software development alone. PTA wants the successful bidder to complete the system and ensure it can handle all DIRBS tasks during routine operations.
The RFP outlines the project scope, implementation timeline, terms of reference, and financial requirements. Bidders must also provide information about their key staff, experience, ongoing contracts, and financial strength.
However, PTA has not revealed which AI models or algorithms the new system will use. The available RFP mainly covers procurement, consultancy, implementation, and software delivery requirements.
PTA will also maintain close oversight of the consultant’s expert team. Key personnel must meet specific qualification and experience requirements. The authority can request replacements if experts fail to perform their assigned duties.
The RFP also covers serious misconduct, criminal activity, fraud, and corruption. PTA can seek the replacement of personnel involved in such activities.
Financial controls are another part of the proposed contract. Payments must remain within the foreign and local currency limits agreed in the final contract. Any spending beyond those limits will require a formal contract amendment.
The initiative comes as Pakistan’s telecom sector continues to grow. At the same time, regulators are relying more on digital systems to manage mobile devices and subscribers.
The available RFP does not disclose an estimated project cost. However, bidders must submit detailed financial quotes with their technical proposals.
With the project, PTA is looking to take DIRBS toward a more advanced digital platform. The final consultant will be expected to deliver a working system, rather than simply provide recommendations.
