The National Cyber Crime Investigation Agency (NCCIA) has registered a case and taken 276 foreign nationals into custody following a raid on a call centre in Islamabad Sector I-10/3, amid allegations of cybercrime, online exploitation and financial fraud.
The raided facility was operating under the name Aofu Group. Investigators seized electronic material from the premises for forensic examination to determine the scale and nature of the alleged operation.
According to the NCCIA, the call centre was allegedly being used for sexually explicit online conversations and video-based activities, as well as financial fraud schemes. These remain allegations under investigation and have not been established by a court.
Of the 276 foreign nationals found at the premises, 71 were Indonesian, 74 were Chinese, 69 were Vietnamese, 47 were Thai, 14 were from Myanmar and one was a Vanuatu national.
Of the Chinese nationals, 42 were subsequently moved to NCCIA holding centres in Islamabad G-13 sector and Rawalpindi. The agency has not specified the legal or investigative status of each individual found at the premises.
An FIR has been registered against the call centre under relevant provisions of the Prevention of Electronic Crimes Act (PECA) and the Pakistan Penal Code (PPC). Investigators are examining the seized evidence and assessing the roles of individuals present, alongside the alleged network’s operating model, financial links and online activities.
Authorities have not yet established whether each foreign national was involved in the alleged offences, an employee, a witness or otherwise connected to the operation. Individual responsibility will be determined through the investigation and any subsequent legal proceedings.
The NCCIA said action against individuals and networks allegedly linked to online exploitation and cyber-enabled fraud would continue. An FIR or investigation does not establish guilt, and all accused persons are entitled to the presumption of innocence unless proven guilty by a competent court.
