The Pakistan Telecommunication Authority (PTA) recently published its independent Quality of Service (QoS) survey for the second quarter of 2026. The survey evaluates the performance of Cellular Mobile Operators (CMOs) against the Cellular Mobile Network QoS Regulations 2021. PTA conducted this extensive exercise between April and June 2026. Survey teams executed roughly 27,300 voice calls and SMS tests. Furthermore, the authority analyzed approximately 0.19 million samples to assess mobile broadband performance.
Overall, operators met the regulatory thresholds in many areas, but glaring gaps remain in broadband. Meanwhile, Telenor reported the lowest compliance numbers. Notably, the PTCL Group completed its acquisition of Telenor Pakistan on December 31, 2025. This massive corporate merger involves integrating Telenor’s infrastructure with Ufone’s network. Consequently, this ongoing transition likely explains Telenor’s recent struggles in maintaining optimal service quality.
PTA QoS Survey Reveals Overall KPI Compliance
Jazz emerged as the top overall performer. The operator recorded 130 compliant KPIs and only two non-compliant KPIs out of 132 total checks. Zong followed closely. It achieved 128 compliant KPIs and four non-compliant checks. Next, Ufone secured 121 compliant KPIs alongside 11 non-compliant checks. Finally, Telenor landed at the bottom. It managed only 112 compliant KPIs and faced 20 non-compliant checks.

Mobile Broadband Performance
Mobile broadband revealed the largest performance gap across the board. Operators collectively reached an 85% compliance rate in this specific category. Jazz took the absolute lead in auto-mode download throughput. It secured the highest download speed in nine out of 11 cities. Zong ranked second with two first-place finishes. Conversely, Zong dominated the upload throughput tests. It claimed the top position in seven cities. Jazz followed in second place for upload speeds.
Telenor recorded the weakest 4G coverage by a significant margin. It met the benchmark in just five out of 11 cities. In contrast, Jazz, Zong, and Ufone successfully met the 4G coverage targets in all surveyed locations.
Voice & SMS Reliability
Voice services showed much better overall compliance. The operators collectively achieved a 92% compliance rate for voice calls. Jazz led the pack once again. It recorded 55 compliant voice KPIs with zero failures. Zong and Telenor tied for second place in this category. Both operators registered 53 compliant and two non-compliant voice KPIs.
For SMS services, the industry achieved an impressive 97% compliance rate. Jazz and Zong shared the top spot. Both networks achieved 22 compliant KPIs and zero non-compliance. Ufone followed with 19 compliant KPIs, while Telenor recorded 17.
