The Federal Ombudsman Secretariat has directed the Capital Development Authority (CDA) to release the merit list for several recruitment positions within 30 days, ruling that the prolonged delay in the hiring process was unjustified.
The order was issued after six candidates, including Amir Ullah and others, filed complaints regarding the non-announcement of results despite the completion of the recruitment process.
According to the Ombudsman’s findings, the vacancies were advertised by CDA on February 23, 2025, for various technical and administrative positions. The recruitment process included computer-based screening tests conducted by National University of Sciences and Technology (NUST) in May 2025, followed by interviews held between December 18 and December 31, 2025.
The complainants argued that although all stages of the recruitment process had been completed, the merit list remained unpublished for nearly five months, causing uncertainty among candidates.
During the proceedings, CDA acknowledged that the screening tests, evaluations, and interviews had been completed. However, the authority attributed the delay to administrative changes and pending approval from the competent authority.
The complainants maintained that the delay constituted maladministration and requested immediate publication of the results. During the hearing, both parties agreed to a proposal requiring CDA to finalize the process within a fixed timeline.
In its final ruling, the Federal Ombudsman concluded that the recruitment process had effectively been completed and that withholding the results for an extended period lacked sufficient justification.
The Ombudsman directed CDA to publish the merit list of successful candidates within 30 days and submit a compliance report within the same timeframe. Following the directive, the complaints were disposed of under the applicable grievance-resolution regulations.
