The Establishment Division has directed that employment cases for family members of federal government employees who died in service while covered under the Prime Minister Assistance Package (PMAP) be processed under the December 2022 policy guidelines, applicable to deaths occurring on or before October 17, 2024.
The clarification, issued through an office memorandum dated June 24, 2026, follows a Federal Constitutional Court judgment dated February 27, 2026. The cutoff date corresponds to the day preceding a related Supreme Court of Pakistan ruling delivered on October 18, 2024.
Under the December 23, 2022 policy, the Contract Appointment provision previously available under PMAP-2015 was replaced with Regular Appointment for posts in Basic Pay Scale (BS) 01 to 15.
These appointments are governed by the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973, with the standard job advertisement requirement relaxed by the Prime Minister.
The policy also allows an applicant who fails the aptitude or skill test for a post up to BS-15 to be considered for appointment to the next lower post. In addition, contract employees previously appointed under PMAP-2006 and PMAP-2015 who remained in active service were granted one-time regularization with immediate effect.
The Establishment Division has directed all ministries and divisions to ensure compliance with the clarification.
Administrative heads, including the Controller General of Accounts, the Accountant General Pakistan Revenues, and the Military Accountant General, have been instructed to circulate the directive to all attached departments and subordinate offices under their jurisdiction.
